Hospital Leadership and Quality Assessment Tool

A Vital Component to Improving Health Care
As part of its commitment to promote patient safety, CCME is offering the Hospital Leadership and Quality Assessment Tool (HLQAT) at no-cost access to its partnering providers. This self-assessment tool examines correlations between hospital leadership and quality care.

The HLQAT is an online survey designed to measure a number of key components that contribute to clinical quality success in a hospital setting. Quality Improvement Organizations, such as CCME, have been charged with promoting HLQAT to facilitate greater leadership engagement in quality improvement. HLQAT was developed by the University of Iowa, Department of Health Management and Policy, Health Services Advisory Group, Premier/Care Science and the Oklahoma Foundation for Medical Quality with input from Westat.

It is necessary for every level of hospital leadership from hospital board members and executives to director-level and mid-level clinical managers to take this survey. HLQAT consists of one survey for senior leadership and one for management. The four leadership categories are:

  • Knowledge-seeking organization.
  • Clearly defined QI leadership roles.
  • Collaborative, supportive culture.
  • Interdisciplinary process improvement tools and techniques.

All materials and resources are available at www.HLQAT.org to participating hospitals at no charge. A hospital can access the HLQAT survey, complete it in about 20 minutes, and review its reports on the HLQAT secure website. The website links to a set of Resources for Leadership Interventions, which include more than 120 online evidence-based resources that have been approved by researchers and quality improvement experts and targeted to specific opportunities identified by the administration of HLQAT.

Hospitals are asked to complete the HLQAT baseline surveys by January 1, 2010. A re-measurement survey will need to be completed by January 1, 2011.
